Heavy showers battered Kerala for three consecutive days as of Monday. The official death toll rose to 18, with three people still missing. Over 13,400 people are staying in 363 relief camps across the state. Kerala’s Chief Minister V.D. Satheesan said most districts have the flood situation under control, as rainfall intensity has dropped. No major state dams were opened due to the rain. Only small, low-capacity dams like Moozhiyar released water. The India Meteorological Department issued an orange alert for 12 districts on Tuesday. Rescue teams from the Fire and Rescue Services and National Disaster Response Force are deployed in worst-hit areas including Pathanamthitta and Kottayam. Food packets will be airdropped to people stranded in isolated locations. Authorities are urging residents in vulnerable areas to relocate immediately as instructed. The government announced a full relief package. Families of the deceased get ₹8 lakh in compensation, plus ₹10,000 for immediate funeral expenses. Families returning to damaged homes get ₹10,000 for cleaning. Ration card-holding families that lost their livelihood get ₹300 per person for two household members until normalcy returns. Assistance for land purchase and house construction was raised from ₹10 lakh to ₹12 lakh. Compensation for families that lost their homes was raised from ₹4 lakh to ₹6 lakh.
Two significant rulings were passed by the Karnataka High Court on Monday.
The court dismissed petitions filed by degree-holder Assistant Executive Engineers (AEEs) challenging 2022 Karnataka Housing Board rules. The rules create a 25% quota for promotion of diploma-holder AEEs to Executive Engineer posts. To be eligible, degree-holder AEEs need 3 years of service, while diploma-holder AEEs need 5 years of service. The court ruled the two groups are not merged into a single stream. The distinction between qualification groups is preserved, and the quota is designed to fix decades of career stagnation for diploma engineers who had no path to promotion beyond AEE. The court called the rule a balanced, non-arbitrary measure.
The court upheld a tribunal order in a case involving a fatal motor accident. The accident was caused by a father driving an insured motorcycle without a valid license, killing his children’s mother. The tribunal had ordered the children to claim ₹25 lakh in compensation plus 6% interest from their father. It exonerated the insurance company from liability. The High Court ruled the standard "pay and recover" principle does not apply here. That principle lets an insurer pay a claimant then recover costs from the at-fault party. It cannot be used when the at-fault party is the claimant’s own family member, and the policy was breached by driving without a license.
